Awards

The Awards Program Office manages the Director of National Intelligence's National Intelligence Community Awards (NICA) program – a suite of 13 awards for which individuals and teams may be nominated to recognize significant and lasting contributions to the Intelligence Community. The Awards Program Office works with Senior Professional Executives to establish National Intelligence Professional Awards (NIPA) programs dedicated to recognize service and contributions that enhance the stature and standing of IC professions.

 

The function of recognizing community-wide contributions transferred from CIA, under the Director of Central Intelligence, to the Office of the Director of National Intelligence (ODNI) upon standup of the ODNI. The original five Intelligence Community Awards (ICAs) transferred to the NICA and provided the foundation for the DNI program.

 

The NICAs complement agency-specific awards and focus on service and contributions that rise above providing significant benefit to an individual IC agency or element – they recognize service and contributions that have a significant and lasting impact on the Intelligence Community as a whole. An independent board, comprised of representatives from across the IC, makes recommendations on award nominations to the DNI, who makes all final decisions on awards.

 

Any IC element may nominate any of its own or any other IC element individual or team for recognition. Team nominations frequently include members from multiple IC elements who have worked together to realize a goal.

Q: If an individual has received an agency-level award for an achievement, can the person also receive an award from the DNI?
A: Individuals would need to check with their organization; some allow dual recognition for employees while others do not.

IC Civilian Joint Duty:
Q: Who is eligible to participate in Joint Duty?
A: All government civilian intelligence professional, starting at Grade GS-13, Pay Band 3, are eligible to participate in the Joint Duty program with their management’s approval.

Intelligence Learning Network:
Q: How do I volunteer to attend an Intelligence Learning Network course at my level?
A: IC professionals interested in taking these courses should contact their Agency/Element Training Officer.

Ensuring the security of our nation requires hiring, training, and retaining a highly skilled and connected intelligence workforce. The IC’s mission is to make the nation secure; an integrated intelligence community employing critical workforce skills at the right place and the right time is essential to that purpose. The human capital function and its attendant business processes, practices and tools enable the IC’s mission.

As directed by the DNI, the Assistant Director of National Intelligence for IC Human Capital represents the general Human Capital servicing requirements for the IC.

IC Human Capital seeks to develop diverse pools of talent, recruit and retain the best for our workforce, provide employees with career-long education/training opportunities, engage and motivate our employees through a sustained culture of excellence, and groom future leaders.

The Intelligence Learning Network (ILN) supplies a career continuum of learning to increase Intelligence Community (IC) integration from the newest to the longest serving and most senior IC officers. The basis for this mission is INTELLIGENCE REFORM AND TERRORISM PREVENTION ACT OF 2004 § 1041(c)

 

The Director of National Intelligence shall require the … Office of the Director of National Intelligence … to periodically review and revise the curriculum for the professional intelligence training of … personnel … to— (1) strengthen the focus of such curriculum on the integration of intelligence collection and analysis … ; and (2) prepare such personnel for duty with other departments, agencies, and elements of the intelligence community.

 

Through cross-disciplinary education and joint training, the Intelligence Learning Network (ILN) promotes a more effective and productive intelligence community. We deliver IC learning and professional development programs and build an integrated network for IC education and training activities through shared best practices and learning technologies.

 

A curriculum designed to span the breadth of a career – from onboarding and orientation to our IC to the apex of a career as a senior leader or subject matter expert. The integration principles are interwoven throughout the courses with perspectives on the topics altered to reflect the learner’s needs.
