Lora Shiao

Lora Shiao was named Executive Director of NCTC in March 2019. Prior to this assignment, Ms. Shiao held numerous leadership positions at NCTC. She served as Deputy Director for Intelligence from 2016 to 2019, leading the Center’s all-source analysis of the capabilities and intentions of terrorist actors worldwide to inform national policymakers and support the efforts of Intelligence Community (IC), military, law enforcement, and homeland security partners. She served as Deputy Director for Terrorist Identities from 2015 to 2016, supporting whole-of-government action in the identities intelligence mission space.

Previously, Ms. Shiao served in management positions of increasing responsibility in NCTC’s Directorate of Intelligence focused on issues including terrorist plotting against the US and its interests; terrorist activities in the Middle East, Africa, and Europe; and terrorist actors’ weapons and cyber capabilities. While serving as Senior Advisor for Strategic Programs & Analysis from 2014 to 2015, she led the Directorate’s tradecraft and training efforts and was the final level of review for finished intelligence products.

Ms. Shiao’s two decades of analytic and operational experience serving in the IC include previous assignments at the Federal Bureau of Investigation (FBI) and the Department of Defense, as well as joint duty rotations at other IC agencies. From 2005 to 2007, she served as intelligence briefer to the Attorney General and FBI Director. In addition to counterterrorism, she has focused extensively on regional topics in East Asia and the Middle East, and more broadly on science and technology capabilities.

Ms. Shiao was appointed to the Senior National Intelligence Service in May 2014.
