Director of National Intelligence
Jay Clayton was sworn in as the ninth Director of National Intelligence on August 3, 2026. Director Clayton serves as the head of the Intelligence Community (IC) and the principal adviser to the President for intelligence matters. He oversees and directs the implementation of the National Intelligence Program and integrates intelligence activities across the IC to deliver the most insightful intelligence possible to the President, policymakers, military leaders, and Congress. The Director is also charged with ensuring that all IC elements comply with the Constitution and laws of the United States.
Previously, Director Clayton served as the United States Attorney for the Southern District of New York, where he oversaw matters involving terrorism, espionage, money laundering, bribery, extortion, and threats to our nation’s critical infrastructure. He prosecuted(external link, opens in new tab) some of America’s top adversaries, including alleged IRGC and Kata’ib Hizballah terrorist Mohammad Al-Saadi, alleged narco-trafficker Nicolas Maduro and his convicted co-conspirator Hugo Carvajal, and dozens of members of the Sinaloa and CJNG cartels.
From May 2017 to December 2020, Director Clayton served as Chairman of the U.S. Securities and Exchange Commission (SEC), completing(external link, opens in new tab) a sweeping modernization and streamlining of the regulation of our nation’s public and private markets while bringing more than 2,300 enforcement actions resulting in over $10 billion in penalties and disgorgement and returning more than $3 billion to harmed investors. Director Clayton advised the IC on various matters and directly confronted issues with national security implications. He was also a member of several key regulatory and advisory bodies, including co-leading efforts to increase cyber resiliency and incident response capabilities across the U.S. and global financial infrastructure on the Financial and Banking Information Infrastructure Committee.
As SEC Chairman, Director Clayton frequently testified before the U.S. Congress on issues such as improving market integrity and efficiency, digital asset regulation, cybersecurity, retail investor interests, COVID-19-related regulatory responses, and U.S.-China economic interdependence. Following his SEC tenure, he testified on Beijing’s threat to U.S. financial stability before the House Select Committee on Strategic Competition between the U.S. and the Chinese Communist Party.
In the four years between his service as SEC Chairman and United States Attorney for the Southern District of New York, Director Clayton served as Chairman of the Board of Directors of Apollo Global Management and as Of Counsel and Senior Policy Advisor at Sullivan & Cromwell LLP. His leadership at Apollo was widely recognized, with the firm’s CEO referring to him as “an incredible stabilizing force.” Director Clayton also served as the Chairman of the Audit Committee of the American Express Company and held various other advisory and oversight roles in both the public and private sectors.
Earlier in his career, Director Clayton was an associate (1995-2000) and partner (2001-2017) at Sullivan & Cromwell, where he was a member of the firm’s Management Committee and co-headed its Corporate Practice. He also formed and led the cybersecurity practice at the firm, working closely with key cybersecurity agencies in the government. In academia, Director Clayton served as an Adjunct Professor at the University of Pennsylvania’s Carey Law School beginning in 2009 and at its Wharton Business School beginning in 2021. From 2022 to 2025, he co-chaired the University’s Institute for Law and Economics.
Director Clayton began his career as a law clerk to the Honorable Marvin Katz of the U.S. District Court for the Eastern District of Pennsylvania (1993-1995). He holds a B.S. in Engineering from the University of Pennsylvania, summa cum laude, a B.A. and M.A. (by tradition) in Economics from the University of Cambridge as a Thouron Scholar, and a J.D. from the University of Pennsylvania Law School, cum laude, where he was elected to the Order of the Coif.
Born at Fort Eustis in Newport News, Virginia, Director Clayton was raised primarily in central and southeastern Pennsylvania. He has been married to his high school sweetheart for 35 years. A lifelong athlete and avid sports fan, Director Clayton also serves on President Trump’s Council on College Sports. Earlier in life, he was a lifeguard with the Ocean City Beach Patrol, played college soccer, and served as captain of Cambridge University’s Men’s Basketball Team.

Principal Deputy Director
Principal Deputy Director Aaron Lukas has demonstrated the experience and skills needed to restore trust and mission-focus to the Intelligence Community. An Arkansas native and graduate of Texas A&M and The George Washington University, Lukas has more than 20 years of distinguished service in the IC.
A seasoned intelligence professional and former CIA Chief of Station, PDDNI Lukas has managed sensitive clandestine programs that have significantly impacted US national security. He is certified in the CIA’s most advanced tradecraft and has conducted covert operations and managed liaison relationships around the globe, leveraging his unique training and foreign language skills.
As a former Chief of Staff at the Office of the Director of National Intelligence, he has played a key role in ODNI organizational management and reform. As a Deputy Senior Director and then Acting Senior Director at the National Security Council, he developed and coordinated foreign/security policy across multiple USG agencies.
PDDNI Lukas understands firsthand the work of intelligence collectors and analysts because he has done it himself. He knows the importance of having a strong intelligence capability and how it should function when done properly, without bias or stifling bureaucracy.
He now is helping to bring much-needed transformational change, transparency, and efficiency to the IC. His focus is on advancing the ODNI’s core mission of harmonizing the work of the 18 intelligence agencies.

Director’s Advisor for Military Affairs
John Douglas
Chief Operating Officer (COO)
John Douglas serves as the Chief Operating Officer at ODNI.
With 30 years of service to the nation, Mr. Douglas has had an extensive national security career spanning the U.S. military, the Intelligence Community and the White House, including over a decade of service overseas in dozens of countries in every region of the world.
Prior to ODNI, Mr. Douglas spent two decades serving as a Paramilitary Operations Officer in the Central Intelligence Agency’s elite Special Activities Center. In this capacity, he served as Chief of Paramilitary Operations in numerous war zones and other austere environments, leading counterterrorism operations and other sensitive activities. He also led CIA’s global strategic communications unit, oversaw worldwide counternarcotics operations and managed a wide array of other covert and clandestine activities.
At the White House, Mr. Douglas served as a senior policymaker in the Intelligence Programs Directorate at the National Security Council. As the Director for Sensitive Messaging, he synchronized strategic intelligence and policy initiatives with other senior policymakers at the Department of State, Department of Defense, Department of Treasury, Department of Commerce, and Congress in order to advance America’s vital national security mission.
Prior to joining the CIA, Mr. Douglas served as an Infantry Officer in the U.S. Marine Corps, where he commanded various infantry units, deployed as a combat advisor to foreign militaries, and served as an acquisitions program manager.
Mr. Douglas is a native of Lake Junaluska, North Carolina. He earned a Bachelor of Arts Degree in Economics from the University of Virginia and a Master of Arts in Security Studies from Georgetown University.

Tidal “Ty” McCoy II
IC Chief Financial Officer (ICCFO)
Prior to joining ODNI in April of 2025, Tidal “Ty” McCoy II served as a Principal at Nextfed inc., where he led the firm’s Intelligence and Acquisition Strategy practice and played a key role in high-stakes M&A deals across the defense and intelligence sectors. Ty served as the firm’s go-to expert for navigating the intersection of national security, emerging tech, and private capital—regularly advising on some of the most notable transactions in the dual-use venture capital and private equity landscape.
With his track record of aligning cutting-edge startups with mission-driven government needs, Ty became a fierce advocate for pushing innovators through the acquisition gauntlet — faster, cheaper, and smarter. His work helped bridge the gap between small tech firms and government missions, driving impact and efficiency where it counts.
Before joining Nextfed in 2022, Ty spent nearly 15 years at the Central Intelligence Agency, holding senior roles in Acquisition and Contracting. He most recently served as Senior Acquisitions Advisor to the Transnational and Technology Mission Center, where he helped dismantle systemic procurement bottlenecks and foster closer collaboration with industry. He also managed the IC’s business relationship with In-Q-Tel and the general start-up/Venture Capital community, identifying breakthrough technologies and how to fast-track for commercialization or government use cases.
Early in his career, Ty led several acquisition organizations for the CIA’s Directorate of Science & Technology, overseeing a multi-billion dollar portfolio and a team of acquisition professionals supporting HUMINT tech programs. He spearheaded enterprise-level change efforts, consolidating key contracting operations and modernizing engagement strategies with the commercial sector.
Ty is a champion of acquisition reform and innovation, advising on some of the most complex systems the IC fields. His focus: make acquisition and IC resources a strategic advantage — not a barrier.
Ty holds both a B.A. in Finance and an MBA from Virginia Tech.
IC Chief Financial Officer (ICCFO)
Douglas Cossa
IC Chief Information Officer (ICCIO)
Douglas Cossa serves as the Intelligence Community (IC) Chief Information Officer (CIO) and the primary Information Technology (IT) advisor to the Director of National Intelligence. In this role, he ensures integrated system architectures across IC elements, oversees the acquisition and performance of technology programs, and directs all IC information-security policies and practices for national security systems.
Previously, Mr. Cossa served as the CIO for the Defense Intelligence Agency (DIA) from July 2021 to January 2025, after three years as the Deputy CIO. As DIA’s CIO, he led a global organization of more than 4,000 staff and $1 billion in resources to provide IT services across the IC and DoD, including the Joint Worldwide Intelligence Communications System (JWICS).
Prior to DIA, Mr. Cossa held several leadership roles at the ODNI. As Director of the Mission Integration Division, he oversaw collection, analysis, and mission IT capabilities, to include serving as Co-Chair of the IT modernization board for the President’s Daily Briefing. As Chief of Priorities and Assessments, he led the President’s Intelligence Priorities, the National Intelligence Priorities Framework, and reforms to sensitive intelligence collection. Additionally, he was a plankholder for establishing the Intelligence Planning, Programming, Budgeting, and Evaluation system and led the needs analysis function for Major System Acquisitions in the ODNI’s Policy and Capabilities Directorate.
Before joining ODNI, Mr. Cossa worked at Science Applications International Corporation (SAIC) as the Senior Program Manager for the National Media Exploitation Center’s overseas operations. He led personnel deployed to the Middle East to support operations involving cellular exploitation, computer forensics, document exploitation, and linguistics. Mr. Cossa started at SAIC as a database administrator, software developer, and systems architect supporting the Central Intelligence Agency and the National Geospatial-Intelligence Agency.
Mr. Cossa holds a bachelor’s degree in Computer Information Systems from James Madison University and a master’s degree in Systems Engineering from the Johns Hopkins University. He was promoted to the Senior Executive Service in 2015 and is a recipient of the National Intelligence Superior Service Medal (2019) and Presidential Rank Award (2025).

Joseph Weirsky
Acting Director, National Counterterrorism Center
Joe Weirsky serves as the Acting Director of the National Counterterrorism Center (NCTC). He brings nearly three decades of operational and intelligence experience from the U.S. Marine Corps and the Intelligence Community. In his current role, he guides the Center’s efforts to analyze and integrate all intelligence related to terrorism and to drive whole-of-government strategic operational planning to protect the nation from terrorist threats.
Mr. Weirsky grew up in New Jersey where he enlisted into the Marine Corps and served for 26 years, retiring in 2020 as a Master Gunnery Sergeant. After attending boot camp at Parris Island, South Carolina and graduating the School of Infantry, he served at Marine Barracks 8th & I, 2nd Reconnaissance Battalion, 2nd Force Reconnaissance Company, and then spent 15 years serving within the U.S. Army Special Operations Command. His military career spanned the Global War on Terror era with multiple deployments, multiple combat deployments, and other worldwide operations, for which he earned several personal and combat awards. After retiring from the Marine Corps, he spent 5 years in private industry, most recently serving as a Chief Operating Officer prior to joining NCTC.
Dedicating a significant portion of his career to military service, Mr. Weirsky specialized in counterterrorism and national security operations aimed at confronting the United States’ most dangerous adversaries. Over the years, he played a key role in identifying emerging threats from hostile nations and non-state actors alike, contributing to strategic missions both at home and abroad. His expertise in combat operations, intelligence analysis, threat assessment, and operational leadership earned him recognition for his unwavering commitment to protecting the American people and safeguarding the homeland.
Acting Director, National Counterterrorism Center (NCTC)
George “Wes” Street
Director, National Counterintelligence and Security Center
George “Wes” Street serves as the Director of the National Counterintelligence and Security Center. In this capacity, Street leads the United States’ national counterintelligence priorities and supports the security efforts of the Intelligence Community (IC) and U.S. government. He also serves as the primary counterintelligence and security advisor to the Director of National Intelligence.
Street has served in the U.S. counterintelligence community for more than thirty years, with service as an active-duty U.S. Army Soldier, Army Civilian Counterintelligence Special Agent, and most recently, as the Department of Defense Deputy Director of the National Counterintelligence Task Force.
During his military and Intelligence Community career, Street served in nearly all aspects of the counterintelligence and security communities as a practitioner, manager, and senior leader.
He has numerous deployments in support of combat operations, peacekeeping operations, and has established extensive collaborative relationships with partner nation organizations. Street has extensive experience addressing complex counterintelligence challenges globally. Additionally, Street has a proven track record with interagency counterintelligence investigations, operations, and activities in both foreign and domestic settings.
As Director of NCSC, Street is leading the National Counterintelligence Strategy of the United States and supports the IC and national-level counterintelligence and security programs.
Director, National Counterintelligence and Security Center (NCSC)
Ricky Gill
Director, Office of Economic Security and Emerging Technologies (OESET)
Ricky Gill serves as the Director of ODNI’s Office of Economic Security and Emerging Technologies (OESET). In this capacity, Gill is responsible for coordinating support for U.S. Government investment security, enabling the Trump Administration’s commercial policy goals, and stewarding the technology innovation needs of the Intelligence Community.
Prior to joining ODNI, Gill served as a Special Assistant to the President for National Security Affairs and the National Security Council (NSC) Senior Director for South and Central Asia. At the White House, Gill worked closely with Secretary of State / National Security Advisor Marco Rubio to facilitate the May 2025 ceasefire between India and Pakistan, for which he was recognized with the NSC Distinguished Action Award. He also championed deeper engagement with Central Asia, culminating in the President’s historic November 2025 C5+1 Leaders’ Summit.
Gill previously served in the first Trump Administration at the NSC as the Director for Russia and European Energy Security and at the U.S. Department of State as Senior Advisor in the Bureau of Overseas Buildings Operations. He is a former Member of the California State Board of Education, where he represented the interests of over six million public school students.
A recipient of the Frank H. Buck Scholarship, Gill is a Phi Beta Kappa graduate of Princeton University and holds a law degree from the University of California, Berkeley. A member of the State Bar of California, Gill has been published in The National Interest, Newsweek, RealClearEnergy, and The Stanford Review. He is a term member of the Council on Foreign Relations and is Lean Six Sigma Green Belt-certified.

Dr. Allison “Alli” Curran
Deputy DNI, Policies and Capabilities (P&C)
Dr. Allison “Alli” Curran serves as the Deputy Director of National Intelligence for Policy and Capabilities (P&C). She serves concurrently as the Chief Artificial Intelligence Officer for the Intelligence Community and the Director for Science and Technology within ODNI. In these positions, Dr. Curran serves as the chief representative of the Director of National Intelligence for science and technology, assists the Director in formulating a long-term strategy for scientific advances in the field of intelligence, and chairs both the Director of National Intelligence Science and Technology Committee and the Chief Artificial Intelligence Officer Council.
Dr. Curran is a seasoned Intelligence Community professional with broad venture capital, innovation, and technology policy experience. A chemist by training, she spent her early years working on the application of technology and data to overcome operational problems. She provides support to policy makers and senior leaders on emerging tech issues and works across the US Government to enhance the understanding of strategic technology competition and global tech ecosystems.
Dr. Curran has worked within two Administrations through a detail of Executive Office of the President’s Office of Science and Technology Policy as the Assistant Director for Intelligence Programs, as the National Security Council’s Director for Emerging Technology Threats.
Prior to joining government service, Dr. Curran was a Postdoctoral Research Fellow at the Federal Bureau of Investigation’s Counter-terrorism Forensic Science Research Unit. Dr. Curran received her doctorate in analytical chemistry from Florida International University, and two bachelors of science one in chemistry and one forensic science from the University of New Haven.

Jack Dever
General Counsel
Dr. Jack Dever serves as the General Counsel for the Office of the Director of National Intelligence (ODNI), providing legal guidance to the ODNI and acting as a trusted partner to the Intelligence Community. His work ensures mission success while upholding public trust.
Dr. Dever began his career as an enlisted Signals Intelligence Korean Linguist in the U.S. Army. Later commissioned into the Judge Advocate General’s Corps, he specialized in criminal justice and operational law, with deployments in Operation Joint Endeavor, Operation Enduring Freedom, and Operation Iraqi Freedom, earning the Bronze Star and Purple Heart.
After active duty, Dr. Dever served as Assistant General Counsel in the FBI’s Counterterrorism Division, addressing national security issues, including work at Guantanamo Bay. He then became an Assistant U.S. Attorney in the Northern District of Illinois, handling cases involving foreign espionage and data exfiltration.
In the private sector, Dr. Dever held executive roles at General Electric (GE), where he led global crisis management and established the Business Intelligence Unit, earning the GE Chairman’s Award. He also served as an executive at GE Capital, Wells Fargo, and UBS, and was most recently CEO of Lockhaven Solutions, a cybersecurity and enterprise risk management consulting firm.
Dr. Dever co-chaired Task Force Movement, an initiative to strengthen national cybersecurity and expand technology employment for veterans and their families. He co-founded and directed the Center for National Security and Human Rights Law in Chicago and has published extensively on Cyber Law, International Humanitarian Law, and National Security Law. He is a frequent lecturer at universities, law schools, and private institutions.
Dever is also a dedicated advocate for disabled veterans, supporting organizations like the Concussion Legacy Foundation, the Albert Schweitzer Institute, and Project Safe Neighborhoods.
Dr. Dever holds a Doctorate in Juridical Science in Cybersecurity Law and received the 2025 Rev. William Corby, C.S.C., Award for Distinguished Military Graduate from the University of Notre Dame.

Chris Fox
IC Inspector General (IC IG)
Christopher Fox was confirmed as the Intelligence Community’s Inspector General on October 7, 2025. In this role, he is responsible for conducting independent and objective oversight, promoting efficiencies, and detecting fraud, waste, and mismanagement across the IC.
Fox brings nearly two decades of national security experience spanning military service, intelligence operations, legal practice, and entrepreneurship.
Most recently, he served as a Senior Advisor to the DNI and Acting Chief of ODNI’s Information Management Office, overseeing declassification actions of significant public interest and launching initiatives to modernize information sharing and safeguarding.
In 2024, Fox co-founded Vigilant Inc., which specializes in AI-integrated threat alerts, risk mitigation, secure communications, and training. Under his leadership as CEO, Vigilant developed innovative technical solutions to address evolving security challenges.
He began his career as a Special Warfare Airman and Joint Terminal Attack Controller in the U.S. Air Force, with multiple combat deployments to Iraq and Afghanistan. Following his military service, he conducted counterterrorism research as a Fellow at the DHS Center for Risk and Economic Analysis of Terrorism Events in Los Angeles.
Fox also held roles at the DOJ’s National Security Division and later at Matrix International as a Mission Manager, where he led interagency teams on sensitive global intelligence operations. His previous service also includes time with CIA’s Directorate of Operations as a Specialized Skills Officer and Covert Action Officer, as well as with Six Technologies, where he managed the collection and analysis of information in the State Department’s Rewards for Justice program.
Fox holds a Juris Doctor from Georgetown University Law Center, a Master of Public Administration from the University of Southern California, and a Bachelor’s degree in Psychology from American Military University.
He resides in Virginia with his wife, Betty, an active-duty Army officer, and their dog, Bones.

Rebecca Richards
Chief, Civil Liberties, Privacy & Transparency (CLPT)
Rebecca “Becky” Richards is Chief, ODNI Civil Liberties, Privacy, and Transparency Office. In this role, she serves as an independent, primary advisor to the Director of National Intelligence and other senior DNI officials to ensure that the Intelligence Community’s missions, programs, activities, policies, and technologies protect privacy and civil liberties. She serves as ODNI’s primary liaison with the Privacy and Civil Liberties Oversight Board (PCLOB), the designated ODNI Senior Agency Official for Privacy, and ODNI’s Information Sharing Environment Privacy Official. She also leads the effort to implement the Principles of Intelligence Transparency for the Intelligence Community.
Ms. Richards has served as the first Director of Civil Liberties and Privacy at the National Security Agency (NSA) since February 2014. As an advisor to the Director of NSA, she enhances decision making to ensure that civil liberties and privacy protections are incorporated into the Agency’s operations, technologies, and policies. In addition, Ms. Richards is NSA’s first Transparency Officer, a dual role that reflects a commitment to meet national security challenges while also inspiring the trust of the American people. She finds effective ways to communicate with the public about the value of signals intelligence and the tools NSA needs to conduct its mission.
Previously, Ms. Richards served for almost 10 years in a variety of privacy-related leadership positions at the Department of Homeland Security (DHS), including Senior Director for Privacy Compliance. She advanced DHS privacy initiatives by creating the Privacy Threshold Analysis, establishing extensive guidance on conducting Privacy Impact Assessments, developing educational programs for the workforce, and conducting audits of privacy compliance to meet the nation’s international agreements and commitments. For these efforts, she was honored in 2008 with the Secretary of DHS Silver Medal.
Ms. Richards’ long career in the privacy field also includes positions at TRUSTe, the independent non-profit privacy seal program, and at the U.S. Department of Commerce, where she began her federal service as an international trade specialist, providing input to the landmark U.S.-EU Safe Harbor Accord. Ms. Richards received the rank of Meritorious Executive in the Defense Intelligence Senior Executive Service in 2017 for her work at NSA in civil liberties, privacy, and transparency.
Ms. Richards earned a Master’s degree in international trade and Investment policy and a Master’s degree in business administration from George Washington University. She received her B.A. from the University of Massachusetts, Amherst, where she graduated magna cum laude. She holds certifications from the International Association of Privacy Professionals (IAPP), the world’s largest information privacy organization. Ms. Richards was a contributing author to the book “Building a Privacy Program: A Practitioner’s Guide.”
