Ricky Gill
Ricky Gill serves as the Director of ODNI’s Office of Economic Security and Emerging Technologies (OESET). In this capacity, Gill is responsible for coordinating support for U.S. Government investment security, enabling the Trump Administration’s commercial policy goals, and stewarding the technology innovation needs of the Intelligence Community.
Prior to joining ODNI, Gill served as a Special Assistant to the President for National Security Affairs and the National Security Council (NSC) Senior Director for South and Central Asia. At the White House, Gill worked closely with Secretary of State / National Security Advisor Marco Rubio to facilitate the May 2025 ceasefire between India and Pakistan, for which he was recognized with the NSC Distinguished Action Award. He also championed deeper engagement with Central Asia, culminating in the President’s historic November 2025 C5+1 Leaders’ Summit.
Gill previously served in the first Trump Administration at the NSC as the Director for Russia and European Energy Security and at the U.S Department of State as Senior Advisor in the Bureau of Overseas Buildings Operations. He is a former Member of the California State Board of Education, where he represented the interests of over six million public school students.
A recipient of the Frank H. Buck Scholarship, Gill is a Phi Beta Kappa graduate of Princeton University and holds a law degree from the University of California, Berkeley. A member of the State Bar of California, Gill has been published in The National Interest, Newsweek, RealClearEnergy, and The Stanford Review. He is a term member of the Council on Foreign Relations and is Lean Six Sigma Green Belt-certified.
