Mr. Travis M. Burrs was appointed as the Acting Chief Operating Officer on May 11, 2020. In this capacity, and in direct support to the Director of National Intelligence, Mr. Burrs is responsible for the tactical and strategic management of the ODNI, to include executive support, financial operations, facilities, information technology, security and counterintelligence, talent management, corporate governance, and emergency management.


Prior to the appointment, from May 2019 - May 2020, Mr. Burrs served as the Chief of ODNI's Executive Secretariat. In this role he oversaw actions and executive correspondence on behalf of the DNI, PDDNI, and COO.  During his tenure as Chief of Executive Sec, Travis successfully launched an enterprise-wide task management system to improve transparency across the organization, gain efficiencies, and automate the staffing process.


Travis began supporting the ODNI in 2008, as a consultant supporting Policy, Plans, and Requirements.  In 2011, he joined the ODNI's cadre ranks as Partner Engagement's (PE) Executive Officer and later Deputy Chief of Staff.  During his time in PE, Mr. Burrs improved operations, managed complex contracts and interagency agreements enabling mission requirements, and gained extensive knowledge and experience interacting with the IC's mission partners.  In recognition of his contributions to PE, Travis was awarded two National Meritorious Unit Citations and two ODNI achievement awards.


Travis began supporting the Intelligence Community in 2005, as a consultant for CIA's Office of Facilities and Mission Delivery and later CIA's Office of Security, after starting his career in the private sector, to include five years at AT&T.
