History

The tragic Islamist terrorist attacks on September 11, 2001, revealed critical gaps in our nation’s intelligence framework.

In the aftermath of 9/11, Congress launched an independent, bipartisan commission, the National Commission on Terrorist Attacks Upon the United States(external link, opens in new tab), also known as the 9/11 Commission, to investigate our country’s intelligence failures, preparedness, immediate response, and recommendations to prevent another attack on America. The 9/11 Commission’s final report(external link, opens in new tab) was released in July 2004, and proposed sweeping change in the Intelligence Community, including the creation of the Office of the Director of National Intelligence (ODNI).

Following the release of the report, four Executive Orders were signed by President George W. Bush that strengthened and reformed the Intelligence Community. In Congress, both the U.S. Senate and U.S. House of Representatives joined in the reform efforts and passed the Intelligence Reform and Terrorism Prevention Act of 2004(external link, opens in new tab), legislation aimed at reforming the National Security Act of 1947. On December 17, 2004, President Bush signed the bill, which established the role of the Director of National Intelligence (DNI), and mandated reorganization and improved management of the Intelligence Community, into law.

In February 2005, President Bush officially nominated the first Director of National Intelligence and first Principal Deputy DNI. On April 21, 2005, the two were sworn in, and the ODNI began operations at 7 a.m. on April 22, 2005.

The core mission of the ODNI is to lead the IC in intelligence integration, forging a community that delivers the most insightful intelligence possible. That means effectively operating as one team: synchronizing collection, analysis and counterintelligence so that they are fused. This integration is the key to ensuring national policymakers receive timely and accurate analysis from the IC to make decisions.

National Mission Centers & Directorates

ODNI Mission Centers — the National Counterterrorism Center (NCTC) and the National Counterintelligence and Security Center (NCSC) — focus on key national security threats by uniting intelligence from across agencies. They enhance collaboration to provide strategic insights on issues like terrorism, cyber threats, and geopolitical risks. The ODNI directorates — Office of Economic Security and Emerging Technologies (OESET), Mission Integration (MI) and Policy and Capabilities (P&C) — are organized around ODNI core functions to provide a more holistic view and strategic approach to intelligence integration.

The National Counterterrorism Center (NCTC) leads and oversees the United States efforts to analyze, integrate, and share counterterrorism and counternarcotics intelligence to prevent and respond to terrorist threats at home and abroad.

Members of the IC

The Director of National Intelligence serves as the head of the Intelligence Community, which is made up of 18 organizations. The DNI oversees the intelligence operations at each of these organizations, identifies where gaps in our intelligence exist, and integrates elements to increase information sharing to support the President, policymakers, and warfighters in decision-making.
