Ryan Crumpler

Mr. Ryan P. Crumpler was appointed as the Assistant Director of National Intelligence for Legislative Affairs on November 24, 2019. In this position, Mr. Crumpler manages ODNI's interaction with Congress, supports Congressional oversight requirements, advises ODNI senior leaders on Congressional interests, and coordinates the legislative activities of the 17 Intelligence Community agencies on Capitol Hill.

 

Prior to joining ODNI, Mr. Crumpler served as a Senior Manager of Government Relations in the Raytheon Company's U.S. Business Development unit. In this role, Mr. Crumpler primarily supported the company's Integrated Defense Systems (IDS) unit, the largest of four businesses within Raytheon encompassing more than 13,000 employees with 2018 sales of nearly $6 billion.

 

Before joining Raytheon, Mr. Crumpler worked for U.S. Congress for 13 years, most recently as a Professional Staff Member on the House Committee on Armed Services. Serving on the committee from 2009-2015, Mr. Crumpler was directly responsible for oversight of ~$250B in annual Army, Navy, Marine Corps, Air Force, and Defense-Wide Operation Operations and Maintenance (O&M) budget authority and day-to-day oversight of joint policy and guidance, military and civilian training, logistics policy, military readiness, nuclear surety, and aspects of military intelligence operations.

 

Prior to serving on the Committee, Mr. Crumpler served as a senior defense and intelligence advisor to the previous two House Committee on Armed Services Chairmen, Reps. Howard P. "Buck" McKeon and William "Mac" Thornberry. Mr. Crumpler has held numerous other congressional positions and has completed fellowships with several Washington institutions to include: the Foreign Policy Initiative (FPI), the Foundation for Defense of Democracies (FDD), the Center for New American Security (CNAS), Project 2049, and the Partnership for a Secure America (PSA).

 

Mr. Crumpler graduated cum laude from Texas Tech University with a degree in Political Science and minor Business Administration and holds a Master's Degree in Strategic Security Studies from National Defense University (dual emphasis in Counterterrorism and Homeland Defense) and a Certificate in Counterintelligence from National Intelligence University. Mr. Crumpler was also a 2017 graduate of the Harvard Kennedy School of Government's Senior Executives in National Security Certification Course.
