Today, consistent with the Foreign Intelligence Surveillance Act of 1978 (FISA), as amended (codified in 50 U.S.C. § 1873(b)), and the Intelligence Community’s (IC) Principles of Intelligence Transparency, the Office of the Director of National Intelligence released the ninth annual Statistical Transparency Report Regarding Use of National Security Surveillance Authorities.

This annual report of worldwide threats to the national security of the United States responds to Section 617 of the FY21 Intelligence Authorization Act (P.L. 116-260). This report reflects the collective insights of the Intelligence Community (IC), which is committed every day to providing the nuanced, independent, and unvarnished intelligence that policymakers, warfighters, and domestic law enforcement personnel need to protect American lives and America’s interests anywhere in the world.

The U.S. Government is continuing its efforts to get to the bottom of Anomalous Health Incidents (AHIs) and to care for those affected. We will continue to release information to our workforce and the public as our initiatives begin to bear fruit on key outstanding questions. This update provides information about the Intelligence Community Experts Panel on Anomalous Health Incidents, a group jointly convened by the Office of the Director of National Intelligence and Central Intelligence Agency (CIA) to help elucidate potential causal mechanisms of AHIs affecting U.S Government personnel.
