The Office of the Inspector General of the Intelligence Community (IC IG) recently released its Semiannual Report to the Director of National Intelligence (DNI) and Congress for the period of October 1, 2020 through March 31, 2021. The National Security Act of 1947 (as amended) requires the IC IG to prepare and submit to the DNI a classified and, as appropriate, unclassified Semiannual Report summarizing the work of the IC IG for the preceding six month period.

The Office of the Inspector General of the Intelligence Community (IC IG), in consultation with the Intelligence Community Inspectors General Forum, issued new External Review Panel (ERP) procedures in December 2020.

 

ERPs provide a process for the independent review of allegations for whistleblowers that alleged reprisal for making protected disclosures. If the whistleblower has exhausted the applicable review process within their own agency, they may request that the IC IG convene an independent panel of three inspectors general to review their claims. The new ERP procedures reflect changes in the law since the previous procedures were issued in 2013, and provide additional transparency regarding the submission, assessment, and processing of ERP requests.

The Office of the Inspector General of the Intelligence Community (IC IG) completed a Review of ODNI Compliance with Executive Order 13950, Combating Race & Sex Stereotyping, in December 2020 (INS-2021-003).

On September 22, 2020, President Donald J. Trump signed Executive Order 13950, with the stated goal to “promote economy and efficiency in Federal contracting, to promote unity in the Federal workforce, and to combat offensive and anti-American race and sex stereotyping and scapegoating.”

The National Security Act of 1947 (as amended) requires the IC IG to prepare and submit to the DNI a classified and, as appropriate, unclassified Semiannual Report summarizing the activities of the IC IG for the preceding six month period. The report features activities across the spectrum of IG operations including audits, inspections, investigations, reviews, and the whistleblower program.

The Office of the Inspector General of the Intelligence Community (IC IG) has released its Annual Work Plan, a summary of the statutory and discretionary projects that are underway or planned for Fiscal Year (FY) 2021. The identified projects support the IC IG’s statutory responsibility to promote economy, efficiency, and effectiveness in the administration and implementation of the programs and activities within the responsibility and authority of the Director of National Intelligence, and to prevent and detect fraud and abuse in such programs and activities.
