Monica Hayes

Monica Hayes Ms. Hayes was appointed the Assistant Director of National Intelligence and Chief Financial Officer (ADNI/CFO) in 2022, as principal advisor to the Director of National Intelligence on the over $60 billion National Intelligence Program (NIP), the Military Intelligence Program and IC financial management. She negotiates and justifies the NIP with the Office of Management and Budget and the Congress – ensuring sufficient funds to accomplish IC missions. Monica brings over 30 years of leadership and national security experience to the role, including her most recent position as special advisor to the Chief Operating Officer where she led the effort to purchase the Liberty Crossing Campus.

Prior to this role, she served on a detail assignment from 2018 to 2021 as a national security and intelligence advisor to the U.S. Senate Permanent Subcommittee on Investigations.

Monica served previously as the IC CFO from 2015 to 2018 where she established herself as a trusted advisor to IC leadership and a key driver in the formulation and implementation of the IC’s strategic goals. Equally adept at tactics and strategy, Monica skillfully led a corporate budget build process, effectively balancing competing demands. She also served as Deputy IC CFO and in senior ODNI planning, analysis, and resource management positions. Her hallmark throughout her career has been building coalitions to strengthen mission and resource analysis.

Ms. Hayes served seven years at the Central Intelligence Agency establishing IC customer requirements definition, strategic mission and program planning, and cost analysis capabilities. She improved users' ability to leverage national intelligence systems supporting the National Reconnaissance Office for two years. Ms. Hayes began her career at the Center for Naval Analyses, a federally Funded Research and Development Center, advising DOD seniors for ten years, conducting studies and analysis of operational warfighting issues. This included two years as an operations analyst embedded in a naval air test and evaluation squadron.

Ms. Hayes was promoted into the CIA Senior Intelligence Service in 2003. She holds a B.A. in Economics from the University of Maryland, and a M.S. in Operations Research from George Washington University. She is a recipient of the Presidential Rank Award of Meritorious Executive.
