Stephanie A. La Rue, Esq. leads efforts to advance diversity, equity, inclusion, and accessibility (DEIA) across the IC enterprise, serving as a principal advisor to the Director of National Intelligence (DNI) and IC senior leadership. Stephanie represents the IC on all DEIA-related matters, including Congressional oversight. Stephanie negotiates and justifies National Intelligence Program funding for the DEIA mission with the Office of Management and Budget. She also serves as the IC representative to five White House initiatives focused on advancing educational equity and economic opportunity for underrepresented communities.

 

Stephanie brings more than a decade of leadership and national security experience to the role, including her most recent position as the chief diversity strategist for the Central Intelligence Agency (CIA). Stephanie led the development and execution of CIA's multi-year diversity and inclusion strategy.

 

Before this role, Stephanie served as an attorney with CIA's Office of General Counsel in the litigation and administrative law divisions. She was the recipient of the IC Equal Employment Opportunity and Diversity Award for Exceptional Service and CIA’s Donald Cryer Award for exemplary contributions to CIA's mission. Stephanie graduated Phi Beta Kappa from the University of Maryland, College Park with a B.A. in Government and Politics, and a J.D. from the University of Maryland Francis King Carey School of Law. Stephanie lives in the greater Washington D.C. area with her husband and children.

 

The IC Diversity, Equity, Inclusion, and Accessibility (IC DEIA) Office is responsible for the overall strategic management of the IC's efforts to build a diverse and inclusive workforce and to ensure that equity is a core part of management and policymaking processes. The IC DEIA conducts data collection, analysis and visualization, and strategic outreach for underserved communities. The IC DEIA Office reports directly to the Director of National Intelligence offering programmatic and policymaking guidance that impacts the representation of women, minorities, and persons with disabilities in the IC.

 

The IC Diversity, Equity, Inclusion, and Accessibility (IC DEIA) Office is the principal advisor to DNI and IC senior leadership on diversity, equity, inclusion, and accessibility in the IC. The IC DEIA Office produces the IC’s annual demographic report, which is delivered to The White House, Congress, and the public.

 

IC DEIA collects, analyzes, and reports on workforce demographics and trends across the IC workforce. IC DEIA is also responsible for DEIA outreach, events, and strategic planning; training; and demographic and IC DEIA best practices information sharing.
