ODNI Organizations Engaged with the Private Sector

A number of ODNI directorates and offices engage with the private sector on a wide range of areas in support of the DNI’s role and its mission to integrate the Intelligence Community. This page has been updated to reflect the organizational structure launched on August 16, 2020 in the realignment of the ODNI.


Policy and Capabilities (P&C) is the directorate responsible for advancing the IC’s integration of mission priorities and requirements to develop and implement strategy, policies, and capabilities to meet future challenges and opportunities confronting the Nation. Multiple organizations under P&C engage with Private Sector and host a variety of programs like In-STeP.

  • Domestic Engagement, Information Sharing and Data Office, Private Sector Partnerships (DEISD/PSP)  builds, enables, and maintains private sector partnerships to mutually share information, people, processes, technologies, innovations, and ideas to advance the IC mission and strengthen national security. It works with a wide variety of private sector entities - to include industry, non-profit organizations, think tanks, non-governmental organizations, and academic institutions – in a broad range of engagement, collaboration and partnership activities. 
  • Acquisition, Procurement & Facilities (AP&F) engages with private sector entities in its activities to facilitate and oversee major systems acquisitions, IC Enterprise Agreements and shared services, and to deliver integrated facilities and logistics solutions.
  • IC Human Capital (IC HC) engages with private sector partners to leverage industry best practices to better design, develop, and execute human capital strategies for the IC.

 

Mission Integration (MI) is the directorate that integrates mission capabilities, informs enterprise resource and policy decisions and ensures the timely delivery of intelligence. The MI offices engaged with private sector entities include:
  • National Intelligence Management Council (NIMC) - The National Intelligence Management Council serves as the DNI's principal substantive advisors within and across specific regions and functional issues. Within the NIMC, there are multiple private sector partnership opportunities with the National Intelligence Managers for Aviation, Maritime and Transnational Crime, Homeland, and Western Hemisphere, as well at the National Cyber Executive, National Space Executive, and the National Economic Security and Financial Intelligence Executive.
  • National Intelligence Council (NIC) - The National Intelligence Council is responsible for leading analysis across the IC to inform immediate and long-term policy deliberations. It fosters outreach to nongovernmental experts in academia and the private sector to broaden the IC's perspective.

ODNI Centers

National Counterintelligence & Security Center (NCSC) leads and supports U.S. counterintelligence and security activities critical to protect the Nation. NCSC engages in outreach to private-sector entities at risk of foreign intelligence penetration, particularly foreign threats to supply chain security, academic institutions, and critical infrastructure, and assists in understanding and protecting against insider threats.


National Counterterrorism Center (NCTC) leads the national CT effort by providing strategic engagement and information-sharing analysis across the CT enterprise and drives a whole-of-government approach to combatting terrorism. NCTC engages the private sector in response to inquiries related to terrorist threats and for analytic outreach. It has representatives located in eleven regions across the U.S; who are available to help private sector partners understand the CT enterprise and threat picture.


National Counterproliferation Center (NCPC) leads the IC and interagency to prevent the proliferation of weapons of mass destruction, their delivery systems, related technologies and expertise on weapons of mass destruction. NCPC engages with private sector entities for technical expertise.


ODNI Independent Offices

IC Chief Information Officer (IC CIO) engages with the private sector in its mission to oversee the systems, technology, infrastructure, and security of the IC Information Environment.

 

IC Civil Liberties, Privacy, and Transparency (IC CLPT) engages with advocacy groups to provide transparency on how the IC responsibly handles data, and ensures civil liberties and privacy protections are integrated into the activities of the IC.

 

IC Equal Employment Opportunity and Diversity (IC EEOD) leads IC efforts to attract talent to reflect the diversity of the nation and promote workforce inclusion through engagements with academic institutions, professional associations and not-for-profit organizations at job fairs and career events.
