Ms. Kathleen Turner joined the Office of the Director of National Intelligence (ODNI) in October 2005 following 24 years in various analytic, programmatic and management
positions in the Defense Intelligence Agency (DIA). She became the Director of the ODNI's Legislative Affairs Office in July 2006.
As the Director of Legislative Affairs, Ms. Turner is responsible for the ODNI's interactions with the Congress, supporting Congressional oversight requirements, securing
Congressional approval of the National Intelligence Program budget, handling Congressionally Directed Actions, and informing the ODNI seniors of Congressional interests and
perspectives on intelligence matters. In addition, Ms. Turner provides policy guidance to all 16 IC Legislative Affairs Offices.
Ms. Turner started her professional career with DIA in 1981, as an analyst of Soviet strategic forces. In the mid-1980s, she served as the Intelligence Liaison Officer to the
Strategic Defense Initiative office. In 1990, Ms. Turner joined DIA's Senior Executive Service as the Special Assistant for Russia and Eurasia, managing all military intelligence
analysis on these regions. In the 1990s, Ms. Turner served as the Director of Human Resources, the Director of DIA Administration, and the manager of the DIA and General Defense
Intelligence Program program and budget efforts. From 2002-2005, Ms. Turner served as the Director of DIA's Congressional and Public Affairs Office.
Ms. Turner has a Master's Degree in International Relations from the Johns Hopkins School of Advanced International Studies and a Bachelor's Degree from the University of California
at Los Angeles.
