Roslyn A. Mazer was appointed Inspector General of the Office of the Director of National Intelligence (ODNI) in April 2009. Immediately prior to this position, Ms. Mazer served for seven years in the Oversight & Review Division of the Office of the Inspector General (OIG) of the Department of Justice (DOJ). While at DOJ OIG, she led major reviews of the Federal Bureau of Investigation's (FBI) compliance with the Attorney General's Investigative Guidelines, the FBI's use of national security letters, and the FBI's use of exigent letters and other informal requests for telephone records, and conducted investigations of misconduct by Department officials. Prior to her work in the DOJ OIG, Ms. Mazer served in other senior positions in the Department of Justice, including service as Associate Deputy Attorney General and as the President's Chair of the Interagency Security Classification Appeals Panel.
As ODNI Inspector General, Ms. Mazer is responsible for planning, conducting, supervising and coordinating inspections, audits, investigations and other inquiries relating to the programs and operations of the ODNI, as well as with providing policy direction in these matters. The mission of the ODNI OIG is to ensure accountability and integrity in the performance of duties and the expenditure of funds, and to provide analyses and insights that will enhance the economy, efficiency and effectiveness of the programs for which the ODNI is responsible. As Chair of the Intelligence Community Inspectors General (IC IG) Forum, Ms. Mazer also exercises coordination and leadership across the IC IG community, working with the inspectors general of other intelligence agencies and departmental intelligence elements in carrying out cross-agency projects and fulfilling community-wide objectives established under the Intelligence Reform and Terrorism Prevention Act of 2004.
In 2007 Ms. Mazer was awarded the Attorney General's Distinguished Service Award, the Award for Excellence by the President's Council on Integrity & Efficiency in Government, and the DOJ Office of the Inspector General's Award of Merit for leading the team that identified serious abuses in the FBI's use of national security letters in a report mandated by Congress in the USA PATRIOT Improvement and Reauthorization Act of 2005.
Prior to her government service, Ms. Mazer was in private law practice as a partner at Dickstein Shapiro, specializing in media and First Amendment law, criminal defense, and complex civil litigation.
Ms. Mazer earned her B.A. magna cum laude from Syracuse University, where she was elected to Phi Beta Kappa. She earned her J.D. from the Columbus School of Law, Catholic University of America, where she was Comment Editor of the Law Review. Ms. Mazer is a member of the District of Columbia Bar.
